Pastor Elijah (Eli) Wells, Jr. MDIV, BS, CCM is the President of the Lake View Terrace Improvement Association. Pastor Eli is well balanced and dedicated to Ethical Public Service. Pastor Eli is a trusted resource and advocate for the betterment of the diverse community of Lake View Terrace.

Pastor Eli encourages the community to assist him in identifying emerging trends or practices that may be negatively affecting the Lake View Terrace community. Please attend the monthly meeting to share your concerns with Pastor Eli.

Cilé Borman – Vice President

Cilé Borman has lived in Lake View Terrace, California, since 1985. Cilé and her husband Mike, writer and keyboard player, have performed over 1500 shows for the LA Unified School System under “ICAP” and have received awards for their performances of their original musical projects for young people.

Recently, Cilé was named Pioneer Woman of the Year.
A “Pioneer Woman” has “made significant contributions toward improving the community within their Council District and/or the City in the areas of education, business, sports, arts, science, community, health or City government.”

In 2009, Councilmember Alarcon honored Lake View Terrace resident and local activist, Cilé Borman. Locally, Cilé is one of the most prolific community members in the District, a strong participant in many boards and committees.

Cilé was one of the founding members of the Foothill Trails Neighborhood Council and is the Vice President for the Hansen Dam July 4th Committee. She is also active with the Friends of the Lake View Terrace Library, Lopez Canyon Advisory Committee, the Tujunga Watershed Council, the Day Of The Horse Celebration, and has been an official judge for the Pacoima Christmas Parade.

Music is one of the motivating forces in Cilé’s life. As a recording artist for A & M Records, she has traveled throughout the USA cultivating her singing voice and perfecting her audience communication skills. Before the camera, she’s appeared in the last season of the long running television series ER, two episodes of “Comedy Central” featuring David Allen Grier and this years’ Verizon commercial “Something Different.”

Cilé also co-wrote and sang the female lead in the original stage production of “We Are The Future,” and studied news broadcasting at Don Martin’s Hollywood School of Broadcasting. She is also committed to helping the next generation succeed, and is a mentor to high school girls as part of her Beta Pi Sigma Sorority Inc., Zeta Chapter.

This month is National Women’s History Month. I am honoring and recognizing outstanding women in Council District Seven.
I am excited to share a little insight into a few of the women who are making our communities better places. I’ll share the inspiration behind a few local women who serve as advocates, mentors, visionaries, volunteers and builders of our community. I hope their stories motivate you and inspire you to get involved.

Cilé Borman is a community leader. She’s demonstrated her commitment to Council District Seven by volunteering her time with various organizations including Relay for Life Pacoima; First 5 LA; the Lake View Terrace Improvement Association and the Pacoima Christmas Parade.

Besides volunteering, Cilé’s passion is music. In fact, she sang the National Anthem at my Inaugural Ceremony.

Alice Gonzales – Treasurer

Alice Gonzalez has been a very dependable and active member of the Lake View Terrace Improvement Association for many years. Alice is a doting mom to an active military son.

Alice eagerly took on the role as treasurer and is committed to managing the organization’s petty cash flow and policies.

I have resided in the Lake View Terrace area since 1989. My professional background is in electrical and solar technologies. I’ve donated my time and experience to the Food Forestry program at Crenshaw High school under the directorship of Adonijah Miyamura, and to the Ojai Foundation building earth homes. I am currently a member of the Los Angeles Garden Club, which is a 100-year-old organization with many distinguishing awards.

My volunteer service with the Lake View Terrace Improvement Association encompasses Chief Financial Officer and Garden Club Chair. I’m in the predevelopment stage of a community garden and training program in Lake View Terrace. Please contact me to join in the tranquility of humans and agriculture in harmony.

Vanessa May – Social Media Manager

Vanessa May, following in her mother’s (Ethel May) footsteps, has faithfully served the Lake View Terrace Improvement Association (LVTIA) for over a decade.

Vanessa maintains LVTIA’s Facebook and Twitter accounts. Vanessa enjoys her job and is a strong advocate for the community. Vanessa has established a close working relationship with political figures that governs the Lake View Terrace community in Los Angeles County.

Dorothy Smith – Volunteer

Dorothy Smith is the go to person when you need that helping hand. Dorothy has faithfully served the Lake View Terrace Improvement Association (LVTIA) for over a decade. Dorothy is multi talented, creative, and a definite asset to LVTIA.

Geneva Wallace – Support

Geneva Wallace is a long time supporter of the Lake View Terrace Improvement Association. Geneva has pitched in whenever the call for help went out. No job is too big or too small for Geneva. Geneva cheerfully and willingly do whatever is needed to aid LVTIA in their efforts. Geneva is a dynamic volunteer.

Bruce Holloway – Past Security Tribute

Born and raised in Detroit Michigan, Bruce enrolled in the Diesel Maintenance/Auto Service with the Detroit Residential Manpower in his early years. Bruce was trained by former FBI Agent Victor Barnaby to provide security services and respond to the alarm system at the Detroit Residential Manpower. Bruce also studied Psychology at the Highland Park Community College in Detroit Michigan.

Bruce migrated to Los Angeles in 1980 and pursued a career in horticulture. Bruce studied Landscaping at the Los Angeles Pierce College in Winnetka California. Bruce’s entrepreneurship commenced in the landscaping field where he provided a broad range of general landscaping services for the development companies.

Being a visionary, Bruce quickly adapted to the security needs of the thriving California construction industry. Bruce founded Total Patrol Services in Pacoima California in 1986. TOTAL PATROL SERVICES offers an interior and/or exterior solid method of protection, movement control and loss prevention. Total Patrol Services has provided employment for the residents of Pacoima and the surrounding communities since its’ creation. Total Patrol Services has been very charitable to the various churches and youth groups in Pacoima.

Bruce comes to the table with 25 years of experience in the security arena. Bruce pledges to professionally strive to represent the LVTIA with the upmost ethical decorum.

Phyllis Hines – Past Historian Tribute

Phyllis Hines service to the community of Lake View Terrace is immensely impacting. Phyllis was one of the founding organizers of the Lakeview Terrace improvement Association.

Phyllis’ service to the community of Lake View Terrace is being compiled and will be noted in a separate historical page.

Joyce Williams – Past President Tribute

On Thursday, September 12, 2013, the Lake View Terrace Improvement Association suffered the tremendous loss of our beloved president, Joyce Williams.

Joyce Williams was one of Lake View Terrace’s brightest stars. Joyce’s volunteerism knew no bounds. With the enormous demands on her time, Joyce consistently managed to fulfill her duties as president of the Lake View Terrace Improvement Association.

One of Joyce’s unique characteristics was her subtle approach to handling chaotic encounters with total control. Joyce was able to amazingly and quickly sort through a maze of rhetoric and apply the appropriate solution for the situation.

Joyce was instrumental in the initial efforts to meet the requirements for the certification of the Foothill Trails District Neighborhood Council. Joyce was involved in many of the projects at the All Nations Church. A staunch advocate for better communities, Joyce was a member of the Pacoima Chamber of Commerce, worked with the City Council, and served on numerous boards and committees; winning accolades and awards for her tireless dedication to serving the community she loved.

Joyce Williams graciously served as president of the Lake View Terrace improvement Association. All who knew her will miss Joyce’s energy and booming laugh. Joyce was an extremely dependable volunteer who will be sorely missed by the Lake View Terrace Community.

LVTIA is grateful to Joyce for her leadership and service.
